The Target Pay Range typically considered for this position is $113,856 to $160,308 annually. The Full Pay Range for this EMS Band is $93,936 to $160,308 annually. Compensation decisions are determined using factors such as job-related skills, experience, education, or training. We will consider your individual qualifications, if we make you an offer of employment. Insurance Services is the largest operating division in the agency and provides workers' compensation insurance for over 3.8 million employees working for 260,000 employers. Within Insurance Services, the State Fund Claims Administration program manages all aspects of the claims process for more than 100,000 claims filed annually, and 1.6 million benefits paid annually.
The State Fund Claims Administration program is looking for a leader with a passion for “Keeping Washington Safe and Working,” and a strong background in workers’ compensation and leadership.
We are seeking candidates who demonstrate not only exceptional skills but also a genuine commitment to fostering a supportive work environment.
This position is pivotal to guiding the creation and maintenance of the policies, processes and procedures for Claims Administration. These policies direct staff in determining benefits levels and guide the management of all workers' compensation claims statewide.
You will be a core member of the Insurance Services Policy Council and the Policy and Litigation Control Committee that determine disposition of cases before all levels of the court (Court of Appeals, Supreme Court, Board and Superior court). This position is dedicated to making decisions to include the analysis of potential impacts to workers' compensation coverage and benefit delivery, and decisions to pursue litigation, dismiss or settle. You would also attend the financial committee that determines the direction of the $21.8 billion in department trust fund investments.
DutiesSome Of What You Will Do
- Participate in the Insurance Services leadership group charged with stewardship of all aspects of the workers' compensation system. Tasks include strategic planning, coordination of resources and initiatives, staff development, and oversight of system and information integrity.
- Provide strategic direction and oversight of the Claims Administration program through appropriate and optimal use of resources. Enhance the effectiveness of employees through timely performance reviews and professional development opportunities.
- Maintain the highest standards of personal/professional and ethical conduct.
- Support the state's goals for a diverse workforce.
- Provide recommendations to executives and agency leadership on legislative issues, including agency requested legislation and legislative bills and proposals.
- Establish and maintain effective working relationships with business and labor organizations, attorneys, state and federal agencies, and the public.
- Attend meetings with the public to solicit concerns and provide an understanding of the department's activities. Audiences may include (separately or in mixed groups): legislators, injured workers, attorneys, employers, providers, labor organizations, and employer groups.
- Coordinate with various department programs and managers, including: Self Insurance, Field Services and Public Safety, and Fraud Prevention and Labor Standards to ensure consistent delivery of services and benefits.
- Provide strategic direction for management of the Claims Administration biennial budget, currently $93 million.
- Give final approval for Claims Management processes, policies, and regulations that ensure efficient and expert management of claims by staff and successful worker outcomes.
- Resolve complex policy and legal issues with statewide significance in coordination with the Office of the Attorney General and executives from various Insurance Services programs. Guide litigation strategy for the division.
- Develop and maintain the program’s goals and objectives. Strategically plan and track measures to support the agency's critical success factors to achieve the mission, vision, and values of the department's business plan.
- Coordinate with department executives in various internal audit processes, the State Auditor's Office, the Joint Legislative Audit and Review Committee, and SAP (Systems, Applications & Products in Data Processing) with the goal of providing complete and accurate information, resolving issues appropriately, and responding timely and effectively.
- Make public presentations regarding the Claims Administration program, financial incentive programs, and explanation of the department's policies and procedures.
- Promote and participate in safe working principles to ensure the safety and well-being of staff by actively leading by example and supporting staff initiatives to reduce workplace injuries and loss of work.

QualificationsRequired Education, Experience, and Competencies:Technical Skills/Experience
- Five or more years of knowledge and experience of Washington State workers' compensation and/or insurance principles.
Leadership Skills
- Five or more years of senior leadership experience in program and/or operational management, which includes responsibility for fiscal and human resource/performance management:
- High-energy, results driven and comfortable managing multi-faceted projects in conjunction with day-to-day activities.
- Experience leading or implementing change efforts, including initiating and/or sponsoring change efforts, aligning resources, overcoming resistance, and engaging/motivating others to implement and sustain change efforts.
- Progressive history of increasing responsibilities in management or program management roles. Demonstrated ability to build work teams, lead staff and develop succession planning within leadership circles.
- Experience managing a complex organization and operating environment (unionized workforce preferred). Experience in managing a high production environment to specific standards.
- Demonstrated success in developing, leading, and mentoring professional staff.
- Strong interpersonal skills. Ability to get along with diverse personalities, tactful, and flexible. Strong orientation to customer service.
- Ability to establish credibility with peers and superiors while being decisive and able to recognize and support the agency's policies and priorities. Experience in policy development and/or implementation of policies.
- Knowledge and/or experience in performance management (human resource and operational management).
- Ability to prioritize activities/initiatives and deliver on work assignments, projects, and outcomes.
Communication Skills
- Ability to effectively present information and respond to questions from management, employees, clients, customers, legislators, and the general public.
- Demonstrated ability in presenting to large audiences, facilitating meetings, and engaging in interpersonal interactions.
- Ability to read, analyze, and interpret general business periodicals and documents, technical journals/procedures, financial reports, and data.
- Ability to write reports, business correspondence, and procedures.
Preferred/Desired Education, Experience, And Competencies
- Experience managing a workers' compensation claims management operation (preferably in Washington State) and/or workers' compensation claims management knowledge and/or experience.
- Experience and knowledge of the budget development and legislative cycle in Washington State.
- Direct involvement and oversight of development and implementation of significant system and business projects.
- Experience and knowledge in establishing quality management methodologies into the work environment (Lean experience preferred).
- A Bachelor's degree or equivalent.
