As you continue the Starfield UC Vanguard series of side missions investigating the emergence of a dangerous Terrormorph variant, you have to work with Hadrian Sanon and Dr. Percival Walker to uncover their research hidden in the Armistice Archives. As such, you'll need the cooperation of the UC, Freestar Collective, and House Va'ruun.

Meet Hadrian in New Atlantis (MAST District)

Set course for the MAST District in New Atlantis and find Hadrian waiting for you right out of the MAST building. She's already handed all of the information over, so you both have to wait for the Cabinet to review it. Hadrian apologizes for now being more forthcoming with you and reveals that she's a clone of Francois Sanon, a war hero who was admiral of the UC fleets during the Colony Wars, and he was so decorated that he earned the title Vae Victis (Latin for "woe to the defeated").

He was executed for atrocities committed during the war, which included destroying civilian ships and bombing the ports during the Londinian Terrormorph outbreak. You can spend some time chatting with Hadrian to learn a lot more about her personal history.

One important detail: Be sure to ask Hadrian what you should say. She suggests pointing out that it's less dangerous to open the Armistice Archives than it is to let this Terrormorph threat go unchecked, particularly when the Terrormorph program failed. Doing so creates becomes a new dialogue option during the hearing.

When Hadrian asks you if you have any more questions, as soon as you select the top "no" answer, the Cabinet meeting begins, and you're summoned.

Proceed to the Cabinet Chambers

Head to the lobby elevator and take it down to "Cabinet Chambers / Interstellar Affairs." President Alexandra Abello takes the lead in this cabinet meeting. Chief Diplomat SolimanYasin holds a grudge against Vae Victis and remains grumpily skeptical throughout. The aging Admiral Pascual Logan is far more open-minded.

Regardless of what you say (it doesn't matter to the outcome of this mission), just as the President is about to make her final ruling, an explosion echoes in the distance.

Terrormorphs have attacked the Spaceport, so the entire facility goes into lockdown. The President asks you to rush over there to help, so take the elevator up to NAT Station. A security guard nearby is getting a beatdown nearby, and he grunts at you to grab the EM rifle nearby.

This nonlethal type of weapon will incapacitate the attackers. Keep shooting until they're totally prone (crawling on the ground is not enough). Once they're all down, talk to the UC Security officer. Hadrian will explain that these people are actually under a kind of psychic control by the Terrormorphs called "phermonic projection." Not everyone is susceptible, but some become violent zombie husks. Take the NAT train to the Spaceport where things are a lot worse.

Eliminate the Terrormorphs

As soon as you get off the train, rush forward to combat an active Terrormorph engaging with security officers.

Once that's through, you'll take to Sergeant Yumi. There are two more Terrormorphs pinned down further into the Spaceport. You'll have the option here of taking a fireteam with you, which is advised. Talk to the Fireteam Leader either way, but it's up to you whether to take them up on their offer.

Equip a ranged weapon and try to shoot at the red tanks in the area so they explode near each Terrormorph for extra damage. Also, try to lure them closer to other tanks as well. You'll hear voices in your head as you engage with the Terrormorphs, but keep the pressure on and they'll eventually go down.

Return to Sergeant Yumi to let him know the good news, then return to the President to wrap up the mission. Due to your service and the obviously imminent threat of Terrormorph attacks, the Archives are opened. Hadrian is reinstated into the UC Vanguard as a Major and is to take the lead on the investigation. And you're assigned to be the representative tasked with convincing the other major parties to support this endeavor. As part of that, they'll fast-track your citizenship.
